OBJECTIVES
The following specific objectives shall highlight several of ECODOB's future directions:
To ascertain the level of postal sector and telecommunication and postal development of each Member State
To enable establishments within the sub region a bench marking process so as to constantly improve performance level
To ensure forward-looking management of a number of resources, data indicators being the driving force behind any planning process.
NOTES
This form is for collection of the tariff ceilings for local (within the country) and international (within the ECOWAS Community) voice and SMS services as well as mobile internet services in each ECOWAS country.
The tariff ceilings provided by each Member State will be used by the regulators in other Member States as the ceiling of the retail prices which operators will be allowed to charge their customers when they are roaming in the Member State which supplied the tariff ceilings
Each Member State should collect the tariff data requested in the template individually from each mobile operator licensed in their country. The collected information should be analysed and the highest amongst the tariff for each category should be selected as the tariff ceiling for that service category.
For example:
- Assuming Benin has 3 operators. Tariff of operator 1 from Benin to Ghana is 400XOF, tariff from operator 2 to Ghana is 420XOF and tariff from operator 3 to Ghana is 415XOF.
- Tariff ceiling for international calls from Benin to Ghana is then 420XOF.
- Per the regulation, mobile operators in Ghana should then be authorised to charge their customers no more than 420XOF for calls made from Benin back to Ghana when roaming.
For the voice, SMS and internet data tariffs, it is advised to use the off-net pay-as-you-go tariffs of the operators and not tariffs used in special bundles or promotions
